DRAFT MINUTES OF THE MEETING HELD ON 5^th MARCH 2020          ON IMPLEMENTATION OF LSG PROMOTIONS FOR THE YEARS 2018 & 2019.

                               In pursuance of the 4^th RJCM meeting minutes dated 23.01.2020, a meeting was held on 05.03.2020 to discuss and find a solution for implementation of LSG (P) general line promotions for the years 2018 & 2019 in the Chambers ofg Director Postal Services (Hqrs), O/o CPMG, Telangana Circle. Ms.N.R Visalatchy , DPS(Hqrs) chaired the meeting.  The following officers/Union representative attended the meeting:

Administration side:

1.    Ms N.R Visalatchy, DPS(Hqrs), O/o Chief Postmaster General, Telangana Circle.

2.    Sri. S.V.Rao, Director of Postal Services, Hyderabad Region.

3.    Sri. S Venkat Sai, Asst. Director (Staff), C.O. Hyderabad.

Staff Side:

1.    Sri SSRA Prasad, Circle Secretary, AIPEU Group 'C" , Telangana Circle and PA, Stn Kachiguda HO.

2.    Sri J Ram Babu, Asst Circle Secretary, NAPE Group 'C', Telangana Circle and PA, SNIE SO.

3.    Sri M.S Baig,Circle Secretary, BPEA Group 'C', Telangana Circle and Postmaster Grade-II, Somajiguda PO, Hyd. 

4.    Sri A Rajkumar, Circle Secretary, All India SC/ST Employees Welfare Association, Telangana Circle and PA, Hyd GPO.

                    The issue was discussed at length and suggested the following course of action to clear the existing deadlock in implementation of LSG promotions issued in the year 2018 and 2019.

1.    It is proposed to have DPC for 2020 as per guidelines of Department.

2.    Resultant of DPCs of 2018 and 2019, the officials who accepted LSG promotions and joined will be continued  in LSG cadre as per rules.

3.    The officials who declined or not declined, who got promotion in 2018 and 2019 will be considered for promotion during the DPC proposed to be held for the year 2020 will automatically regain their seniority as per existing rules and their cases will be considered subject to benchmark.

4.    After DPC of 2020, the officials will be allotted to the parent Region as per their seniority to the extent of vacancies available.Interm, the Regions will accommodate them in their parent Division to the extent possible and remaining officials will be posted to the choice of their place to the extent possible.

5.    The gradation list of PAs as on 01.07.2018 will be taken as base record to determine the seniority of the officials.

6.    The proposed action is subject to the outcome of court cases pending before Hon’ble CAT, Hyderabad.
