There is a fake new circulating in some section of media that the Financial Year has been extended. A notification issued by the Government of India on 30th March 2020 with respect to some other amendments done in the Indian Stamp Act is being misquoted. There is no extension of the Financial Year.
The Finance ministry said that a notification has been issued by the Department of Revenue, Ministry of Finance on 30th March, 2020 which relates to certain amendments to the Indian Stamp Act. It pertains to putting in place an efficient mechanism for collection of Stamp Duty on Security Market Instruments transactions through Stock Exchanges or Clearing Corporation authorized by Stock Exchanges Depositories. This change was earlier notified to be implemented from 1st April, 2020. However, due to the prevailing situation, it has been decided that the date of implementation will now be postponed to 1st July 2020.

FACE MASK - How to Use & Dispose????
A face mask also protects the wearer’s nose and
mouth from splashes or sprays of body fluids.
Facemasks help limit the spread of germs.
When someone talks, coughs, or sneezes they may release tiny drops into the air
that can infect others. If someone is ill a face masks can reduce the
number of germs that the wearer releases and can protect other people from
becoming sick.
How to put on a
face mask
- Clean
your hands with soap and water or hand sanitizer before touching the mask.
- Remove
a mask from the box and make sure there are no obvious tears or holes in
either side of the mask.
- Determine
which side of the mask is the top. The side of the mask that has a stiff
bendable edge is the top and is meant to mould to the shape of your
nose.
- Determine
which side of the mask is the front. The coloured side of the mask is usually
the front and should face away from you, while the white side touches your
face.
- Follow
the instructions below for the type of mask you are using.
o Face Mask with Ear
loops: Hold the mask by the ear loops. Place a loop around each
ear.
o Face Mask with
Ties: Bring the mask to your nose level and place the ties over the
crown of your head and secure with a bow.
- Mould
or pinch the stiff edge to the shape of your nose.
- If
using a face mask with ties: Then take the bottom ties, one in each hand,
and secure with a bow at the nape of your neck.
- Pull the bottom of the mask over your
mouth and chin.
How to remove a face mask
- Clean your hands with soap and water or hand sanitizer before touching the mask. Avoid touching the front of the mask. The front of the mask is contaminated. Only touch the ear loops/ties/band. Follow the instructions below for the type of mask you are using.
- Face Mask with Ear loops: Hold both of the ear loops and gently lift and remove the mask.
- Face Mask with Ties: Untie the bottom bow
first then untie the top bow and pull the mask away from you as the ties
are loosened.
- Throw the mask in the trash. Clean your hands
with soap and water or hand sanitizer.

While the Government may issue specific instructions regarding treatment of the period of absence of employees during any particular bandh, ordinary a Government servant may be granted special casual leave as explained below, if the competent authority is satisfied that the absence of the individual concerned was entirely due to reasons beyond his control, e.g. due to failure to transport, or disturbances or picketing or imposition of curfew etc. If the absence was due to failure of transport facilities, the special casual leave may be granted if the Government servants had to come from a distance or more 3 miles (5 kms.) to their places of duty.
If the absence was due to picketing or disturbances or curfew, the special casual leave may be granted without insisting on the condition that the distance between the place of duty and residence of the Government servant should be more than 3 miles (5 Kms).
Special casual leave in these cases may be granted by the Head of the Department.

MINUTES OF THE MEETING HELD ON 5th MARCH 2020 ON IMPLEMENTATION OF LSG PROMOTIONS FOR
THE YEARS 2018 & 2019.

In pursuance of the 4th
RJCM meeting minutes dated 23.01.2020, a meeting was held on 05.03.2020 to
discuss and find a solution for implementation of LSG (P) general line
promotions for the years 2018 & 2019 in the Chambers ofg Director Postal
Services (Hqrs), O/o CPMG, Telangana Circle. Ms.N.R Visalatchy , DPS(Hqrs)
chaired the meeting. The following
officers/Union representative attended the meeting:
Administration side:

The issue was discussed at length and suggested the following course of
action to clear the existing deadlock in implementation of LSG promotions
issued in the year 2018 and 2019.
1.
It
is proposed to have DPC for 2020 as per guidelines of Department.
2.
Resultant
of DPCs of 2018 and 2019, the officials who accepted LSG promotions and joined
will be continued in LSG cadre as per
rules.
3.
The
officials who declined or not declined, who got promotion in 2018 and 2019 will
be considered for promotion during the DPC proposed to be held for the year
2020 will automatically regain their seniority as per existing rules and their
cases will be considered subject to benchmark.
4.
After
DPC of 2020, the officials will be allotted to the parent Region as per their
seniority to the extent of vacancies available.Interm, the Regions will
accommodate them in their parent Division to the extent possible and remaining
officials will be posted to the choice of their place to the extent possible.
5.
The
gradation list of PAs as on 01.07.2018 will be taken as base record to
determine the seniority of the officials.
6.
The
proposed action is subject to the outcome of court cases pending before Hon’ble
CAT, Hyderabad.
