New postal circle for Telangana State launched

A postal circle co-terminus with Telangana State was inaugurated by Union Minister of Urban Development M. Venkaiah Naidu here on Monday.
It is the 23rd circle in the country. It will on an average disburse social security pensions to 17.7 lakh persons. The postal service will also offer services, including bill collections and sale of non judicial stamp papers. The Telangana circle will have 423 urban and 433 rural post offices. It will also have 159 urban and 5,758 rural branch offices. The number of departmental staff in Telangana cirlce will be 6,532 and 8,754 grameen dak sevaks.
The department aims at establishing core banking solutions across the network of all post offices in the country, Minister of State with Independent Charge for Communications and Minister of State for Railway Manoj Sinha said speaking at the inaugural. India Post has been doing well in terms of saving accounts and also communication dissemination, he said. Especially in rural areas postal service means empowerment, education and information, he added.
Indian postal service has been given the license for setting up payment bank and 650 bank branches will be operational in the country by the end of this month. Department of Posts is actively pursuing Union schemes including Atal Pension Yojana and Jan Jeevan Beema Yojana, the Minister explained.
In his inaugural address, Mr. Naidu said from now Telangana postal circle and Andhra Pradesh postal circle will cater to the respective States and ensure efficiency in both. “Establishment of postal service in India was a game changer. It made letter writing an important part of the country’s literature,” he said citing the examples of letters of Mahatma Gandhi, Sardar Patel and Subhash Chandra Bose. He suggested there should be a day dedicated for handwritten letters. “Let’s say everybody will write a letter to his or her friend. There is something fresh and beautiful in letter writing,” he said. The Minister pointed out that India has the largest postal service in the world. There are 1.5 lakh post offices in India, out which 90 per cent are in rural areas.
Adding on to the country’s economy, Postal department has rolled out Banking solutions in 9,583 Post Offices and ATMs have been installed at 125 locations, Mr. Naidu added.

2000 central government organisations to accept online RTI applications

New Delhi: Around 2,000 Central government organisations will soon be accepting applications under the Right to Information (RTI) Act through online medium.

The move is based on the suggestion given by a group of secretaries before Prime Minister Narendra Modi.

The Department of Personnel and Training (DoPT) has started a massive exercise to train nodal officers of all such public authorities who have not yet started accepting the RTI pleas online.

In a stern directive, it has asked all the government departments to attend a workshop being organised by the DoPT in this regard without fail. In case, the officers concerned fail to attend the workshop, a username will be created suo-motu and all these public authorities will be made live on the RTI portal.

As many as 690 public authorities have been aligned so far on the especially designed website www.rtionline.Gov.in to enable online filing of the RTI applications.

The DoPT had during June and July this year conducted a workshop for 330 public authorities. Of these, 51 nodal officers did not attend the workshop.

Since all the public authorities (around 2,000) will have to be aligned in a time bound manner ( a target/timeline fixed and monitored at the highest level), DoPT is organising yet another training workshop as a special drive for those defaulted public authorities and nodal officers who did not attend the workshop

It requested that all nodal officers under 51 public authorities attend the workshop without fail on Tuesday, the DoPT said in the order.

It may be noted by all concerned that no further opportunity would be given to the nodal officers after this workshop, the order said.

In case the concerned nodal officer is unable to attend this training, the username will be created suo motu and the concerned public authority will be made live on the RTI online portal with effect from September 30, by DoPT, it said.

The RTI Act, 2005, enables a citizen to seek tome-bound reply on governance related matters. People can also make payment of RTI fee online.

On the occasion of completion of more than 10 years of implementation of the RTI Act, the Central Information Commission is going to hold annual convention in October, the DoPT said.

Respected Sir,

            Kindly refer to Postal Directorate letter dated 2-9-2016 on arrear payment of PLB for year 2014-15 with reference to DOP letter dated 7thOctober, 2015 regarding payment of PLB to all the employees along with GDS employees for the accounting year 2014-15. Where in terms of para -2 of the ibid letter the enhancement Bonus ceiling has been revised vide MOF O.M. Dated 29-8-2016. Accordingly arrear payment has been made good to employees. But for want of specific order in respect of GDS employees, confusion has been created and thus the said Bonus/ exgratia  arrear could not be paid to GDS employees , which creates great resentment amongst them.

            It is therefore requested to you kindly instruct the authority concerned to issue order for payment of Bonus/ exgratia  arrear to GDS employees for the accounting year 2014-15 immediately.

7th Pay Commission: New Allowances To Come Under Tax

New Delhi: A Senior Finance Ministry official said tax will be imposed on the New allowances of central government employees under 7th Pay Commission recommendations.
“The Finance Bill 2016 proposes tax treatment on basic salary, bonus and allowances etc for both government and non-government salaried employees.”
“If all allowances excluding basic salary of government employees are made tax free which will shows discrimination to others,” he said.
The central government employees unions demanded at last Thursday’s meeting of ‘Committee on Allowances’ that all new allowances should be tax exempt.
The government had set up the ‘Committee on Allowances’ under the chairmanship Finance Secretary on July 22 for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance because the pay commission had recommended abolition of 51 allowances and subsuming 37 others after examining 196 allowances.
The government implemented the new pay structure from January, 2016 for central government employees excluding allowances, the compensatory perks for all employees, which will be implemented after the ‘Committee on Allowances’ submitting its report.
The unions demanded for implementation of the allowances with retrospective effect from January 2016. However, there is a usual practice to pay the allowances from the date of implementation.
The officer also informed our reporter that the allowances of government employees will increase soon.
Keeping salaries and allowances hikes in mind, the Finance Minister Arun Jaitley has allocated Rs 1.02 lakh crore in the Union budget for paying the central government employees.
With the increase in allowances deferred the burden on the exchequer will be Rs 72,800 crore on account of salaries and pensions and over Rs 12,000 crore on account of arrears, aggregating Rs 84,933 crore during 2016-17.
The committee is likely to propose higher allowances than the allowances recommended by the 7th Pay Commission and ready to submit its proposal within 10-15 days.
The government plans to implement the hike in allowances from October this yeas ahead of festive season of Dussehra.
Once the new allowances are implemented, salaries of around 4.8 million central government employees will show better.
